Romney shifts message to challenge status quo

WASHINGTON (AP) ? Republican presidential candidate Mitt Romney is reshaping his message from an all-economic pitch to an all-out challenge to what he argues is a failed status quo, aides said, taking a risk with barely 50 days to go in the campaign.

A top Romney adviser confirmed that former Republican National Committee Chairman Ed Gillespie will have an elevated role in shaping the campaign message for the GOP nominee and that it will focus more tightly on a change-versus-status-quo strategy.

The point, the aide said, is that if voters find all aspects of the status quo, including economic and foreign policy, acceptable, they should vote for Obama. But if they are fed up with what Romney argues is failure across the board by Obama, they will turn to Romney.

The aide spoke on the condition of anonymity because the shift in message, and the elevation of Gillespie as its chief developer, had not yet been announced.

With momentum currently on President Barack Obama's side, Romney sought Monday to explain to voters more clearly what he would do as president, as he looked to right his struggling campaign and ease worries in Republican circles about its state seven weeks before Election Day.

He planned to do so in new television ads, while he prepared to address a Hispanic business group in Los Angeles.

"My plan is to help the middle class," the Republican nominee says in a new TV ad in which he promises to cut the deficit, balance the budget, reduce spending and help small business. Also, he adds: "We'll add 12 million new jobs in four years."

It was one of two new commercials he was launching in the most competitive states ? the other assails Obama as bad for middle-class families ? while also re-focusing his campaign appearances on his previously released five-point economic plan and starting a new effort to try to narrow Obama's advantage with Hispanic voters.

In addition, Romney was preparing to make a series of speeches aimed at offering voters a more concrete outline of his plans for the country and he's spending a significant amount of time preparing for next months' series of debates, mindful that the face-to-face meetings may be his last best hope of overtaking Obama.

The emphasis on Romney's plans for the future comes after a week in which Republican veterans of presidential campaigns publicly implored the GOP nominee to give voters a clearer sense of how he would govern, saying that simply castigating Obama wouldn't be enough to win. The new effort also follows a series of polls that show Obama with an edge nationally and in key states, and amid reports of infighting at Romney's Boston-based campaign.

With griping in GOP circles mounting, Romney and his advisers spent the weekend in Boston hashing out a plan to try to shift the dynamics of the race before the first debate on Oct. 3.

After a turbulent week that saw Romney stumbling to respond to an ongoing crisis in the Middle East, Romney chose to try to return to his comfort zone ? the economy ? and his argument that only he can solve stubbornly high unemployment given his decades of work in the private sector.

Wisconsin Rep. Paul Ryan, Romney's running mate, was to emphasize that pitch this week in appearances while also zeroing in on the debt and deficit.

Romney, for his part, was starting the week with a speech Monday to the U.S. Hispanic Chamber of Commerce in Los Angeles, as he looks to narrow Obama's advantage with these Democratic-leaning voters in key battleground states.

The campaign also was working to counter the notion of a campaign in disarray after a Sunday story on the Politico website detailed infighting among Romney's senior staffers. Campaign advisers worked to downplay those tensions and insisted the campaign is still on track.

"Obama's entire foreign policy is in flames. The economy is terrible. Let's get a little distance from the convention," top strategist Stuart Stevens wrote in an email Sunday morning, seeking to counter the notion of a campaign in a downward spiral.

It's been a tough few weeks for Romney.

Trouble began with Clint Eastwood's rambling conversation with a chair on the final night of the Republican convention, right before Romney's keynote address omitted the war in Afghanistan or a thanks to the troops serving there.

The intervening weeks have been scattered. Romney ducked battleground states as he hunkered down in Vermont for debate preparation, then spent days defending his decision to omit war from the speech. Polls showed the Democratic convention gave Obama a boost.

Then violence erupted in Egypt and Libya, prompting Romney to issue a statement criticizing the Obama administration before it was known that an American ambassador had died in Libya. Romney doubled down on his criticism in a news conference the next day.

That drew criticism from both Democrats and Republicans alike.

Romney's team sought last week to try to shift the tide by working harder and spending more on TV. The campaign released a flight of ads for different states during the week of the Democratic convention, but later replaced almost all of them with the same ad attacking Obama's record on China.

That was just last week. The new pair of ads were rolled out Monday.

Hobby Lobby sues U.S. government over healthcare mandate

OKLAHOMA CITY (Reuters) - Hobby Lobby, an arts and crafts retailer founded by evangelical Christians, sued the Obama administration on Wednesday to stop a mandate under the federal healthcare reform law to provide drugs such as the morning-after pill to employees through their health insurance.

The lawsuit, filed in U.S. District Court in the Western District of Oklahoma, seeks a permanent injunction against the government on behalf of Hobby Lobby and other companies that have religious convictions against abortion.

"These abortion-causing drugs go against our faith," said David Green, founder and chief executive officer of Hobby Lobby Stores Inc, in a call with reporters. "We simply cannot abandon our religious beliefs to comply with this mandate."

The U.S. Justice Department did not respond to a request for comment on the lawsuit on Wednesday.

Hobby Lobby is facing a January 1 deadline to comply with the mandate. Should it refuse, it would face a penalty of up to $1.3 million per day, under the 2010 Patient Protection and Affordable Care Act, a lawyer representing the company said.

The company, which has 13,240 employees in 41 states, is based in Oklahoma City, where it began in 1972. It funds a variety of Christian charities, closes its stores on Sundays and plays inspirational Christian music in its stores.

Hobby Lobby is the largest and only non-Catholic company to sue over the health mandate, according to the Becket Fund for Religious Liberty, a nonprofit, public interest law firm in Washington, D.C., that specializes in church-state law and is helping litigate the case.

"Hobby Lobby should never be put in the position of choosing its faith over its business," said Kyle Duncan, general counsel for the Becket Fund.

The privately owned company, which is self-insured, does not object to providing preventive birth-control coverage to its employees and only objects to drugs such as the morning-after and week-after pill that prevent a fertilized human egg from implantation, Duncan said.

There are 27 other lawsuits pending against the government over the provisions of the healthcare mandate, most of them on behalf of nonprofit organizations that have been granted another year to comply with the law, Duncan said.

In July, a Colorado-based company with 300 employees won a temporary injunction against the government mandate. In the Colorado case, attorneys for the U.S. Justice Department asserted that individual religious beliefs cannot be used by a business to avoid laws that are imposed on the rest of the country.

Adviser: Don't expect big convention bounce for Obama

David Plouffe, the architect of President Obama's 2008 campaign, told me this morning on "Good Morning America" not to expect a significant post-convention bounce in the polls for President Obama.

"Listen, this is a very tight race," the White House adviser said. "We've always believed that there's very little elasticity in this election. I don't think you should expect a big bounce. I think this is a race where we've got a small but important lead into battleground states.

"It's going to be very, very close all the way out but I think the Republicans had an opportunity last week to lay out for the American people what they would do for the American class. Our sense is that they missed the mark, so we think we're making a lot of progress this week but, again, you're not going to see big bounces in this election. I think for the next 61 days it's going to remain tight as a tick."

Historically, candidates see a positive jump in the polls after conventions, but this year could be different. After the Republican National Convention in Tampa, Fla. last week, Gallup did not detect a bounce for GOP presidential nominee Mitt Romney. It is also possible that Plouffe is simply considering the optics of the situation. If the president does not receive a bump, it will appear as if the campaign expected it. If the president does get a bump, it could be characterized as a unexpected surprise.

President Obama will formally accept the nomination from the Democratic Party for a second presidential term this evening in Charlotte, N.C., at the Time Warner Cable Arena, which seats about 15,000 people. The president was initially slated to speak at the Bank of America Stadium, which seats nearly 75,000 people, but the location was shifted Wednesday ostensibly because of the threat of storms. During my interview with Plouffe, he dismissed the suggestion that the venue the changed because Democrats were struggling to fill all the seats at the original speech location.

"Well, that's just preposterous. We were going to have a sold-out crowd and then probably people in an overflow room but the weather is what it is and we couldn't take a chance with people's safety," Plouffe said. "We knew it was a possibility when we made the decision to locate the convention here and plan to do the speech outside but we always had a contingency plan and I think what the American people are less interested in is where the president is going to give his speech than what he's going to say tonight."

Plouffe also defended the president's first term when I asked him about Bob Woodward's latest book, which chronicles the failure of President Obama to reach a debt-reduction deal with House Republicans.

"Well, I'd step back and say we worked with the Republicans in Congress when they're willing. We've cut taxes for the middle class. We've cut over a trillion dollars in spending, more than was called for in the Bowles-Simpson plan, we've helped our entrepreneurs, so we've worked with them on important things," Plouffe said.

"Obviously, we tried to reach a deficit deal with the Republicans. We got very close and didn't get there. I think this election is going to make clear, I think, to the country and hopefully to members of Congress that we're willing to do a lot of tough things - cut further spending, reform entitlements in the right way - but asking a little more from the wealthy has to be part of the answer."
